Dr. Todd Yuda SHI obtained his PhD degree in Education University of Hong Kong in 2023. He has an interdisciplinary background, including public policy, public health, and law. His research interests stem from several issues of public policy, such as crisis governance, health development, policy implementation, and policy entrepreneurship.
